When the City of Chicago decided to dismantle the notorious neighborhood "projects", they sponsored a number of design charettes to gather ideas for rebuilding these neighborhoods. Henry Horner neighborhood consisted of 9 contiguous blocks of city-owned land. Adjacent to the site are the United Center and its massive asphalt parking lots, and the Lake Street "L" line. The charette proposed re-establishing the city street grid, a large regional park, and a number of smaller pocket parks. A variety of townhomes, mid-rise, stacked flats, and courtyards were to be parceled off and sold for private development.
